Small business VPNs occupy an awkward space in the market. They borrow the marketing gloss of consumer VPNs but need to solve problems those products never address: user provisioning, audit trails, static IPs that don’t rotate mid-session, and the kind of logging your compliance auditor will actually ask about. We spent several months using five of the most commonly recommended business VPNs for real work — remote access to office file shares, banking portals, cloud dashboards, and the usual mess of SaaS tools — and came away with strong opinions about which ones deserve your money and which are consumer VPNs with a business logo glued on.
A few things to get out of the way upfront. “Business VPN” is a fuzzy category. Some of these products are genuinely different from their consumer cousins (Perimeter 81, NordLayer). Others are essentially the same client with a team dashboard bolted on (Surfshark Business, CyberGhost Business). That distinction matters more than any speed test, so we’ll flag it as we go.

Published prices shift constantly, especially for the per-seat business tiers, so treat the column as “roughly what you’ll pay” rather than a quote. The useful features — dedicated IPs, SSO, threat prevention — are almost always on higher tiers than the headline price.
NordLayer — The Default Pick for Most Small Teams
NordLayer is Nord Security’s business-focused product, and while it shares infrastructure and the NordLynx protocol (their WireGuard wrapper) with NordVPN, the management layer is meaningfully different. You get a real admin console with user groups, teams, SSO via Google Workspace / Microsoft Entra ID / Okta / OneLogin, and gateway-level access rules.
The good parts. NordLynx is fast. On our fiber line, connecting to nearby European gateways usually cost us 10–15% of baseline throughput, which is about what you’d expect from a WireGuard-based setup — and noticeably better than we saw over OpenVPN on the same servers. Latency on closeby servers stayed under 25ms, which was fine for Zoom, Slack huddles, and the other real-time things teams actually use. The dedicated IP add-on solved the one problem that makes shared-IP VPNs unusable for business: banking portals and admin dashboards that flag you every time the exit IP rotates. Perimeter 81 — Worth It If You Actually Need Zero-Trust
Perimeter 81 was acquired by Check Point in 2023 and has since been folded into the Harmony SASE product family. Naming is a mess right now, but the underlying service is the same thing that’s been the go-to recommendation for compliance-conscious buyers for years. It’s closer to a small-business SASE platform than a traditional VPN — you get private gateways (think: your own VPN server in a cloud region), network segmentation, device posture checks, and policy enforcement at the identity layer.
What it does well. The admin console is the best of anything we tested. Creating user groups, tying them to specific gateways, and writing policies that say “the finance team can reach the accounting VLAN and nothing else” is genuinely straightforward. It supports WireGuard on most gateways, has SAML SSO that works with any identity provider we threw at it, and the audit logging is detailed enough to actually survive a compliance review rather than just check a box. SOC 2 Type II certification, with annual re-audits, is a material differentiator for regulated industries.
Where it hurts. The minimum commitment is 10 users, billed annually, which makes it a non-starter for a five-person shop. Let’s be straight: Surfshark Business is the consumer Surfshark product with a team billing portal on top. There’s no pretending otherwise. The clients are the same, the protocols are the same (WireGuard, OpenVPN, IKEv2), the server network is the same ~3,200 servers across ~100 countries. What you get is centralized billing, a basic admin dashboard, and the ability to provision seats for your team without everyone maintaining a separate account.
For a lot of small businesses, that’s genuinely enough. If your threat model is “our developers work from cafés and airports and we don’t want them getting hit by a rogue hotspot,” a consumer-grade VPN per seat will do it.
What’s good. The price is significantly lower than the competition, often around half of NordLayer’s effective cost once you add features. Unlimited simultaneous connections per seat means people can run it on their laptop, phone, tablet, and home router without juggling device slots. WireGuard performance is solid — in our tests, throughput loss on nearby servers was broadly similar to NordLayer’s. The no-logs policy was audited by Deloitte in 2023, and the company is headquartered in the Netherlands, which is inside the Nine Eyes but has no mandatory data retention for VPN providers. The underlying network is one of the best-performing consumer VPNs on the market, the Lightway protocol (their WireGuard alternative, written in C / ported to Rust) is fast and has been independently audited by Cure53, and the TrustedServer architecture — RAM-only servers that reload from a read-only image at every reboot — is the gold standard for reducing what could be logged even by accident. KPMG has reviewed both the no-logs claim and the Lightway codebase.
The upside. If your team’s work depends on reliable access across many geographies — consultants working from client sites around the world, sales teams hitting regional sandboxes — ExpressVPN’s global footprint is genuinely useful. Speeds were consistently strong, and reconnect behavior was the most reliable of anything we tested on flaky hotel Wi-Fi. Support is fast and competent, which is more than we can say for most providers.
The downside, and it’s real. ExpressVPN is owned by Kape Technologies, which also owns CyberGhost, Private Internet Access, and ZenMate. Kape’s history includes its predecessor company, Crossrider, whose software was used to distribute adware. That’s worth knowing before writing a check — not because it invalidates the current product (it doesn’t, and the post-acquisition audits have been reasonable) but because the ownership question is the kind of thing a privacy-focused buyer should factor in themselves.
On the product side, the “Teams” admin dashboard is decidedly basic. You get centralized billing and user provisioning, but not the deep management tools you’ll find in NordLayer or Perimeter 81. The per-user price is the highest of any product we tested, and you’re largely paying for the network quality rather than management sophistication. Five-user minimum excludes the smallest teams.
Verdict: Buy it if your problem is “we need reliable access worldwide,” especially for travelers. Don’t buy it expecting a serious admin control plane.
CyberGhost Business — The One We’d Skip
CyberGhost is the product we pushed on the hardest, and it’s the one we came away least convinced by. On paper, the spec sheet looks generous: 11,000+ servers, 100 countries, a 45-day money-back guarantee, NoSpy servers in Romania. In practice, the business tier is a thin wrapper over the consumer product, the admin tools are weaker than Surfshark’s (itself a thin wrapper), and speed variance across sessions was the highest of anything we tested.
The company is, like ExpressVPN and PIA, owned by Kape Technologies — so the same ownership caveat applies. CyberGhost has had its own separate historical concerns: in 2019 the company raised eyebrows for a practice of paying reviewers, and while that’s years ago now, it’s part of the reason we’re skeptical of the “best VPN” reviews that rank CyberGhost highly.
More concretely, CyberGhost’s no-logs policy has been reviewed for the client app by Deloitte, but not with the same scope as Nord’s or Surfshark’s infrastructure-level audits. The transparency reports are solid, but the difference between “we publish transparency reports” and “an independent auditor has verified our server infrastructure” is meaningful, and CyberGhost is on the less-reassuring side of that line.
What we’d use it for. Honestly, we wouldn’t, for business use. If you want cheap, Surfshark Business is better at the same price point. If you want managed, NordLayer is better for not much more. CyberGhost’s strongest pitch is the extremely long refund window, which tells you something.

Remote-first startup, 5–20 people, no compliance obligations: Surfshark Business if budget is tight, NordLayer if you’ve got any compliance plans on the horizon.
Professional services firm with client data (law, accounting, consulting): NordLayer Core or Premium, with dedicated IPs. The SSO and group policy controls matter when clients ask how you handle access controls.
Anything that touches PCI, HIPAA, or SOC 2: Perimeter 81 / Harmony SASE. It’s more expensive for a reason, and auditors will recognize the name.
Global travel-heavy team: ExpressVPN Teams, understanding that you’re paying for the network, not the dashboard.
“We just need our laptops safe on airport Wi-Fi”: Surfshark Business. This is the honest answer — you don’t need a zero-trust platform, you need a tunnel.
Features That Actually Matter
Dedicated vs. shared IPs. If anyone on your team uses a banking portal, payroll system, or cloud admin console that challenges logins from new IPs, you want dedicated IPs. Shared-IP VPNs will cause you a weekly headache. This is the single biggest reason to buy a business plan over a consumer one.
“No-logs” — what it actually means. Providers talk about “no-logs” as if it’s binary. It isn’t. There are connection logs (IP, timestamps, duration), usage logs (what sites you visited, DNS queries), and metadata (bandwidth, diagnostic info). Most serious providers keep zero usage logs but retain minimal operational metadata. Read the policy and check what’s specifically excluded. NordLayer, ExpressVPN, and Surfshark all publish clear language on this; Perimeter 81 retains more metadata by design because compliance auditing demands it. Hidden costs to watch for: dedicated IP add-ons ($2–5/user/month on most providers), setup fees on the enterprise tiers, and compliance documentation (some providers charge for BAAs or SOC 2 attestation letters).
Encryption and What the Marketing Leaves Out
All five providers use AES-256-GCM for their OpenVPN implementations and ChaCha20-Poly1305 for their WireGuard variants. This is the correct answer and every serious provider uses it — so the “military-grade encryption” phrase in their marketing tells you nothing. What actually varies is the key exchange, the authentication, and how well the client handles edge cases like mid-session rekeying. None of our tested providers failed the basics on Wireshark inspection: we didn’t observe DNS leaks on any of them with default settings, though we did see an IPv6 leak on CyberGhost’s Windows client when IPv6 was explicitly enabled on the adapter, which was disappointing.

CyberGhost had the widest variance session to session, which we’d flag as a real weakness for anyone doing time-sensitive work.

Pilot with a small group first — five users for two weeks is enough to find the configuration issues. Make sure your chosen provider’s client plays nicely with whatever endpoint security tools are already deployed; we’ve seen Nord and ExpressVPN clients conflict with aggressive host firewalls and zero-trust network access agents more than once.
Write down a simple access policy before you turn it on. “When is the VPN required?” is a more useful question than it sounds, and the answer is rarely “always” — forcing VPN-on for every connection will slow down workflows and train people to disable it. A policy like “required on untrusted networks; required for access to internal systems” is more sustainable.
For hardware, any decent consumer router with WireGuard support can extend a business VPN to an entire office or home setup — there’s no need for a dedicated “VPN-capable” appliance unless you’re routing substantial traffic.
